The Delaware Department of Correction is a state agency of Delaware that manages state prisons. It has its headquarters in the Central Administration Building in Dover.[1] At one time the headquarters was located in Smyrna.[2]

Intelligence Operations Center (IOC)

Criminal Intelligence Analysts, equipped with a wealth of experience in the fields of security, military operations, and law enforcement, engage in the meticulous task of observing and evaluating a vast array of monitoring systems simultaneously. They observe feeds from over 2,000 surveillance cameras strategically positioned throughout Delaware's correctional facilities. This comprehensive surveillance effort is crucial for maintaining safety and security within the Delaware Unified Prison System, as it allows for real-time monitoring of inmate activities, identification of potential security threats, and the prevention of incidents before they escalate.

These highly skilled professionals operate within the newly established Intelligence Operations Center of the Delaware Department of Correction, a facility that was officially inaugurated on September 10, 2020. The center serves as a central hub for intelligence gathering and analysis, enhancing the department's ability to respond to emerging threats and manage the complexities of correctional facility operations. By leveraging advanced technology and analytical techniques, the analysts contribute to a proactive approach to ensuring the safety of both staff and inmates, as well as the surrounding community.

The establishment of the Intelligence Operations Center represents a significant advancement in the state's correctional strategy, emphasizing the importance of intelligence-led policing and the integration of technology in modern correctional practices. Operations

60% of all admissions into the Delaware correctional system go to the Howard R. Young Correctional Institution, and that facility houses the majority of Delaware's detainee population.[4]

The male death row is in the James T. Vaughn Correctional Center (JTVCC), while the female death row is in Delores J. Baylor Women's Correctional Institution.[5] Executions occur at JTVCC, as it houses the execution chamber.[6]
